What the law actually asks of you
There is no single statute that says "landlords must PAT test". What the law says is that the electrical equipment you supply must be safe — and that you must be able to show it. Three pieces of legislation matter:
Landlord and Tenant Act 1985
Requires you to keep electrical installations and the equipment you supply in proper working order.
Electrical Equipment (Safety) Regulations 1994
Makes it an offence to supply electrical equipment that is not safe.
HMO Management Regulations 2006
For licensable HMOs, requires appliance safety to be maintained and a declaration produced on request from the local authority.
A PAT certificate is the simplest evidence that you have met all three. It is also what most insurers ask for after an appliance-related claim.

Landlord PAT testing questions
- For HMOs in England, the Management of Houses in Multiple Occupation Regulations require the landlord to keep every supplied electrical appliance in safe working order and to provide a declaration of safety on request. For single lets there is no explicit PAT law, but the Landlord and Tenant Act 1985 and the Electrical Equipment (Safety) Regulations 1994 both require appliances you supply to be safe — PAT testing is the accepted way to prove it.
